East end businesses may be able to expand seating

PROVINCETOWN – East end businesses clamoring for the chance to expand their businesses but unable to because of limited sewer capacity may receive a reprieve later this year as a result of a new formula the town will begin using to calculate actual water usage.

John Goodrich, Provincetown’s wastewater team facilitator, said Monday the state Department of Environmental Protection has approved a new calculation method to determine if there is excess capacity in the sewer system, particularly in the east end, where local businesses such as the Wired Puppy have applied in vain to expand their seating.

“We’re looking at a number of options to provide for more flow in the downtown area,” Goodrich said.

David Guertin, director of the Provincetown Department of Public Works, said the new formula will require an examination of the peak season water records of all the property owners who hooked up to the Phase I sewer program. If there is a consistent under-use of the capacity allotted to a property, the town might appeal to the DEP to transfer a percentage of that capacity to either a property with a failing septic system or a food service business looking to expand its seating.

Mary-Jo Avellar, chairman of the Provincetown Board of Selectmen, said additional capacity is needed for the town to support its economic development goals.

“We’ve effectively closed off sections of Provincetown which will never, ever get growth. There is an economic disadvantage to doing business in the east end, [and they should] probably should get a tax break for being screwed,” she said.
