Commercial Street repaving raises complex issues

PROVINCETOWN – A dormant plan to repave Commercial Street is getting a fresh airing before the new board of selectmen.
However, the discussion promises to dive headlong into a complex Pandora’s Box of issues that selectmen may not be prepared for. And it most certainly will eventually involve a Town Meeting vote to approve funding.
Selectmen are expecting a report from the department of public works on July 16 that will outline the scope of the project, including myriad issues selectmen will have to decide before a meaningful cost estimate can be made. Those issues include the extent of the actual repaving – will it be limited to Commercial Street or include side streets – and whether sidewalks will be repaved, as well.
The problem with adding sidewalks to the mix is that many residential and commercial property owners have extended their buildings up to and past their property lines over the years, encroaching on town land, which will have to be taken back if sidewalks are built.
Other issues promise to be just as difficult, including whether there is enough time to actually do the repaving in the off-season, since paving plants close down in the winter. If not, that would necessitate either a phased construction schedule or doing part of the repaving during the summer tourist season, a disruption no one wants to experience.
