Parking permit fees remain as is

PROVINCETOWN — Provincetown residents should be on the lookout for changes on the street following the annual Spring Traffic Hearing Tuesday evening. Selectmen voted to adjust several parking and traffic regulations.

In a decision that may come as a pleasant surprise to residents, selectmen voted not to raise parking permit fees $10. Suggesting that the town could lose rather than gain money with the rate increase, several residents who currently hold several permits testified that they would buy only one if rates were raised. Selectman Lynne Davies proposed leaving resident and commercial fees as they are and raising the cost for all other permit types, an action that may be considered for next season.

Tired of handing out resident parking stickers to people they suspect to be seasonal visitors, the parking department asked selectmen to amend resident permit eligibility to require that all addresses on registrations and driver’s licenses be Provincetown addresses — a suggestion that worried some residents who lease vehicles from out of town.

While the board seemed in agreement with comments from the parking department and the public that the town is too lax in its requirements, it decided to wait to vote until after it could re-advertise the proposal with a revision to protect residents who lease. The selectmen also agreed to authorize the department to revoke the permit of anyone caught defacing, altering or switching permits to another car.

Weekly parking permits will be available for fishermen using the West End parking lot following complaints that fishing trips are being cut short by meter requirements.

“You can’t tell the tide you need to be in by 8,” said Patricia Benatti of the parking department. “Let’s not ruin their fishing trips.”

Selectmen voted unanimously to change several space designations around Town Hall. The board agreed to reserve a space at the easternmost corner of Commercial and Ryder streets for postal and municipal vehicles from 8 a.m. to 5 p.m. Monday through Friday from Nov. 1 to April 1 after hearing both residents and postmistress Kathy Clobridge speak in support of the proposal.

“Carriers are here three times a day, six days a week,” said Clobridge. “In the summer it’s fine to park in front with flashing lights, but that’s not safe in the winter.” Signage around the two “Town Hall Business Only” spaces in front of the building also will be made clearer.
Alex Brown’s proposal to make all of West Franklin Street a “no parking” zone was endorsed by the board on grounds that parked vehicles present a fire hazard.

A proposal to move up seasonal street sweeping hours two hours earlier was defeated. The hours will remain from 9 a.m. to 11 a.m.
